Who Are NEMT Stakeholders?

NEMTAC® standards are developed through an open, balanced, and consensus-based process that depends on participation from across the non-emergency medical transportation (NEMT) ecosystem. When a new standards project is initiated, NEMTAC convenes a Standards Development Committee composed of qualified stakeholders to review, refine, and recommend proposed requirements and best practices.

These committees help ensure that each standard reflects operational realities, regulatory considerations, and person-centered outcomes, while remaining practical and scalable across diverse delivery models. To support balance, independence, and broad applicability, NEMTAC recognizes the following 13 primary stakeholder groups within the NEMT system:

Non-Emergency Medical Transportation (NEMT) is a critical access service for millions of individuals who rely on it to reach medical appointments, treatments, and essential healthcare services—particularly seniors, people with disabilities, Medicaid recipients, and residents of rural communities.
