ADVISORY COMMITTEES & WORKGROUPS

Purpose

NEMTAC® advisory committees exist to ensure that standards, accreditation criteria, and education programs reflect real-world operations and diverse stakeholder perspectives across the non-emergency medical transportation (NEMT) ecosystem.

NEMTAC exists because people across the industry choose to contribute their time, expertise, and judgment to something bigger than any one role or individual. Advisory committees are the primary way that collaboration is organized and sustained.

What Advisory Committees Do

Advisory committees support NEMTAC’s mission by contributing expertise to:

  • Drafting and reviewing standards and program criteria
  • Identifying operational risks, gaps, and emerging needs in NEMT
  • Evaluating public comments and recommended revisions
  • Supporting ongoing maintenance of standards over time
  • Informing education program content aligned with approved standards

Committees are designed to strengthen quality, safety, reliability, and accountability while respecting the diversity of operating models and regional needs.

What Advisory Committees Are Not

Advisory committees are not trade associations, lobbying bodies, or advocacy groups. Members do not participate to advance a single organization, business model, or commercial interest.

Committee work is structured to support neutrality, balance, and due process.

Who Serves

Advisory committee members are volunteers drawn from across the NEMT ecosystem, which may include:

  • NEMT providers (across service levels and fleet models)
  • Brokers, health plans, and payer representatives
  • Regulators, compliance professionals, and government stakeholders
  • Safety, training, and risk-management subject-matter experts
  • Technology and systems professionals and vendors
  • Other relevant stakeholders aligned to committee scope

NEMTAC seeks representation that improves balance and practical credibility.

Terms and Participation Expectations

Advisory committee and workgroup appointments are two-year terms.

Participation typically includes:

  • Scheduled virtual meetings
  • Review of materials between meetings as needed
  • Professional, respectful deliberation focused on consensus-building

Time commitments vary by committee and by the stage of the work.

Governance, Neutrality, and Conflicts of Interest

NEMTAC’s committee structure is designed to:

  • Prevent dominance by any single interest group
  • Preserve independence and neutrality
  • Ensure transparency and accountability
  • Support long-term institutional continuity

Committee members may be asked to disclose potential conflicts of interest when relevant to a topic under discussion.

How Standards Work Connects to Advisory Committees

NEMTAC is an ANSI-accredited Standards Developing Organization (SDO). Committee work supports an open, consensus-based process that emphasizes balance, due process, and public input.

Participation in a committee is one way to contribute. Public comment opportunities are also available to the broader industry regardless of committee membership.

Safety & Training Advisory Committee (STAC)

Oversees the development of professional education programs and ANSI-aligned training standards focused on driver preparation, passenger assistance, mobility device securement, and the delivery of safe, reliable care.

Develops compliance policies, ethics frameworks, and regulatory standards to ensure alignment with laws, mitigate risk, and strengthen accountability across the NEMT system.

Preparedness & Response Advisory Committee (Q1 - 2026)

The Preparedness & Response Advisory Committee (PRAC) is being launched to create a formal interface between the EMS community, Mobile Integrated Health (MIH) teams, and the NEMT industry. PRAC’s mandate is to build a structured dialogue, shared protocols, and national standards so that patients and passengers can be transported by the most clinically appropriate mode—whether EMS, MIH, or NEMT—based on their needs, not habit or legacy practice.
