Broker & Payer Advisory Committee (BPAC)
Aligns NEMT operations with service contracts, funding requirements, and performance expectations through collaboration with brokers, payers, and regulators at all levels.
Provides technical guidance on vehicle safety, accessibility, and upfitting standards for NEMT, including securement systems and equipment used in stretcher and wheelchair transport. Complements existing industry frameworks without duplication.
Advises on equitable access, social determinants of health, and integration of NEMT within the healthcare system—connecting facilities, passengers, and transportation leaders to improve coordination and outcomes.
Advances best practices in insurance, liability, and risk mitigation—focusing on driver safety, injury prevention, and NEMT’s evolving role in whole-person care and mobile health innovation.

Public Transit & Urban Mobility Advisory Committee (PTUMAC)
Advises on the integration of NEMT with paratransit services, deviated route transit, rideshare, RTAP-supported programs, and urban mobility systems to support coordinated public transportation planning.
Facilitates coordination between NEMT, mobile healthcare teams, and EMS to ensure clinically appropriate transport and preparedness for public health emergencies.
